KRRI Issues World’s First Global Certificate for LTE-R

Assessment and accreditation of LTE-R system installed on Jeolla Line Iksan-Yeosu EXPO section for meeting international standards

UIWANG, South Korea – MAY 3 – The Korea Railroad Research Institute (KRRI) (President: Seok-youn Han) has issued the world’s first global performance certificate for LTE-based railway communication (LTE-R), which conforms the international railway standards, to SK Telecom, a South Korean wireless telecommunications operator.

The certificate is the world’s first certification for an internationally recognized LTE-R system.

The recent certification covers the LTR-R system installed on the Iksan-Yeosu EXPO section of the Jeolla Line.

KRRI conducted functional tests on a variety of items such as individual calls, group calls, local selective calling, call group organization and emergency calls, status notification messages for operational efficiency, and voice messages.

In the past, South Korea has relied on overseas technology regarding railway and disaster networks, but the country now has a fully tested and certified domestic ICT technology.

LTE-R certification is a national system which officially accredits the architecture and requirements of wireless railway communication systems and terminals in accordance with the Act on Railroad Construction and Railroad Facilities Maintenance and the Technology Standard on Railway Facilities for Connected Operations Between Railway Lines under the Enforcement Ordinance of the Ministry of Land, Infrastructure and Transport.

LTE-R certifies the performance of wireless railway communication systems and terminals in terms of their architecture, technical requirements and providing high-quality services.

South Korea is the world’s first country which has commercialized LTE, the fourth-generation (4G) communication technology, into its railway system and accomplished the international technology standardization. Europe and other regions still rely on 3G wireless communication for train control, though the whole world has strived to commercialize 4G technologies.

The LTE-R certification issued by the KRRI is immediately recognized by over 110 countries which are members of the International Accreditation Forum (IAF).

Most railway powerhouses run their own certified assessment systems in order to enhance railway safety and maintain their interests in railway technologies. It is expected that the certification can save time and costs of redundant testing when homegrown technologies are exported and reduce the risk of technology leakage, contributing to securing export competitiveness.

“The recent certification is significant and meaningful in that LTE-R was certified as interoperable on the Jeolla Line to which the Korean Train Control System Level-2 (KTCS-2) has been applied for the first time in the world,” said Chang-kwon Chung, Head of Infra Biz at SK Telecom. “This has led the development of wireless railway communication technology both at home and abroad.”

“KRRI will strive to build on the certification of LTE-R, which is a 4G technology, establish international standardization and expand certified qualifications for assessment so that it can commercialize 5G technologies into the railway system,” said Yong-soo Song, Head of LTE-R certification and Senior Researcher at KRRI.

“Advancement of homegrown technologies into overseas markets requires a procedure for testing, assessment and accreditation in accordance with international standards as well as technological development,” said KRRI President Seok-youn Han. “In this respect, KRRI is committed to protecting technologies of domestic businesses and promoting the international accreditation system to help export the world-class railway technology of South Korea.”
